Unable to block any site based on this older youTube

I’m trying to Block all URLs not explicitly allowed: but just the few minutes into the video and I cannot block any URL what-so-ever.

I’m wondering if this works OR maybe I have something not setup correctly within IPFire?

Any thing I can check on, other than looking at my explicitly list to see if allows all (which I’ll check now)

The video is from 2014 and many things have changed since then. dnsmasq disappeared 2 years ago.
