Blocked IP incomming not blocking

I created a rule to block all connections to an IP address: 192.168.1.163, however I found that I can still connect normally to this server without being blocked. How can I block all connections to my network or a specific IP address in my network?

From the GREEN zone to GREEN IP 192.168.1.163??
You cannot block it since it is in the same GREEN zone.

Many of the other Firewall Rules do not look right. You may want to spend some time reading through the Firewall Rules Documentation in the Wiki.
