I can reproduce your problem. We are currently returning Czech for 31.148.138.0/23,
as its parent prefix, 31.148.0.0/16, is located there.

This is a known problem filed as #12458, but unfortunately, processing
more accurate data from RIPE, APNIC and AfriNIC (ARIN and LACNIC do not provide better
data) turned out to be quite resource-exhaustive, and we are still looking for a more
elegant way to do this.

At this point, I can only ask you to be patient. :slight_smile:
