I have just seen that there is an add-on called arm-1.4.5.0-1. What is it for and where to find documentation about it. Internet search does not clarify this.

I think this is necessary for cross-compilation.
No, it is a CLI tool to monitor tor peers. It does not have anything to do with the ARM architecture.
