Ipinfo.cgi and whois

On ipfire, …/cgi-bin/ipinfo.cgi?ip=217.12.227.115 tells me it cannot find where the ip points to
but if I try “whois 217.12.227.115” I get Saudi Arabian Airlines, https://termbin.com/6273
I looked at the ipinfo.cgi code but cannot figure out why.

First impression: ipinfo.cgi queries whois.apnic.net, whois uses whois.ripe.net
The queried whois server is determined by the continent delivered by libloc.
