Yes it can. QoS does prefer fast single-core performance when you’re trying to use it on high bandwidth connections. There may be other modules that prefer fast single-core to slower multi-core, I’m not sure. But generally speaking it is multi-core capable. I have two systems in front of me right now, and both use all four of their core pretty equally when looking at the CPU Frequency Graph.
