Simply use the ARM Flash image
https://downloads.ipfire.org/releases/ipfire-2.x/2.29-core194/ipfire-2.29-core194-aarch64.img.xz

And create an SD card with this image using Pi Imager.

Don’t forget to modify the uENV.txt file to use HDMI.
