I searched the community for cpufreq and arm and found this:

Cpufrequtils not available

cpufrequtils is very old and not compile on arm set the gov via /sys interface: echo conservative > /sys/devices/system/cpu/cpufreq/policy0/scaling_governor Also 52C should no problem. I run an other H3 with a crappy plastic case at 65C without problems. The cpu will clock down if it run too hot.
