Block outgoing traffic in the firewall by default and allow some

Hi,

do I have to allow also ports, which are used by the firewall itself, like ntp / vpn connection.
when I have defined block traffic by default for the firewall ?

Up to now; i have defined “all protocol” for defined countries. I would like to specify
the allowed protocol to get better control.
